A native of eastern North Carolina, David F. Mills received his college and law school degrees from Campbell University. He is a dedicated member of the community and has served our area not only as a lawyer but also as an involved citizen. His legal career in Johnston County began in 1991 when he joined the firm of Mast, Schulz, Mast, Mills, & Johnson, where he later became partner.
Opening Mills Law
In January 2007, David branched out to open his own law office, Mills Law. He continues his efforts on behalf of families faced with the loss of their homes, farmers on the verge of being forced off the family farm, people injured by the carelessness of others, and businesses facing everyday challenges.
David is committed to protecting the interests of eastern North Carolina farmers. He dedicates a large part of his practice to serving farmers facing Chapter 12 bankruptcy, as well as related matters including:
- Crop insurance claims
- FSA disputes
- Litigation with produce brokers and chemical providers
- Subpoenas to testify
David appears regularly in state and federal courts to defend and protect the interests of his clients. He represents various businesses in matters relating to corporate formation, contracts, leases, employment matters, and business disputes.
David is also certified as a mediator of disputes in our Superior Courts. His work frequently takes him to such counties as Johnston, Wake, Harnett, Wilson, Nash, Cumberland, Franklin, Pitt, Lenoir, Craven, Robeson, Moore, Jones, Duplin, Columbus, and Wayne.

David regularly speaks regarding bankruptcy rights and practice, and he is a member of the National Association of Consumer Bankruptcy Attorneys and American Agricultural Law Association.
David is an Adjunct Professor of Bankruptcy at Campbell University School of Law, where he serves as Director of the Stubbs Bankruptcy Clinic. In this capacity he helps to teach law students about the practical aspects of bankruptcy law practice while providing needed legal assistance to indigent clients.
Commitment to the Community
David is also counsel for the Town of Four Oaks and for several years served as the Johnston County Attorney. In this capacity, David has in-depth experience appearing before government boards and agencies, and working with industries regarding location and economic incentives.
David is a former member of the Board of Governors of the North Carolina Bar Association, and has also served as its chair of the Law Practice Management Section. He formerly served on the NCBA’s Membership Committee and Professionalism Committee, as well as the Legislative Affairs Committee of the North Carolina Advocates for Justice.
David is the chairman of the Board of Directors of the Johnston Health Foundation, the philanthropic supporter of Johnston-UNC Healthcare (formerly Johnston Memorial Hospital). He has previously served on the boards of the Johnston County Tourism Authority, the Downtown Smithfield Development Corporation, and as chair of the Smithfield-Selma Area Chamber of Commerce. He has served his church as chairman of the Centenary United Methodist Church Trustees Committee and vice-chair of the church's Finance Committee.
